After initial configuration of Theengs Bridge gateway, I noticed that my Blue Charm BC021 iBeacon tracker (listed under supported devices) never gets published in the homeassistant topic and hence is not discovered by Home Assistant. Any advice on what can be done to create a device tracker in HA?

I can only see a glimpse of the manufacturerdata in your screenshot, but it indicates that your BC021 is set to broadcast in the iBeacon format.
Set it to broadcast in the KSensor format through the app and it will be correctly recognised, decoded and auto-discovered for HA – if your HA discovery settings for the gateway are turned on and a restart issued since you missed the initial discovery due to the iBeacon format.
